    Snapshot rules?

    Under the old Incapacity Benefit there were rules (can't remember if they were defined by statute or by case history) about the examining doctor taking a snapshot.
    Have any of these rules carried over into the ESA regulations?

    HCP has to consider all the available evidence of what the person is able to do functionally over a period of time (so that the assessment is not a snapshot on the day).
