Single occupancy means only my auntie living in the property and no one else to get that 25% discount?

If my cousin moves back into his auntie house then she loses that 25% discount?

My uncle did not pay any council tax as he was a pensioner. He got high DLA or PIP. My auntie is a pensioner too so why she have to pay council tax? £0 council tax is only for high DLA or PIP?

I am in the same situation at the moment although we do pay council tax. Grandson is going to move in so the council tax will rise to the full amount again.
Pensioners in our area pay council tax regardless of PIP/DLA unless they get pension credit I think.
