No, it's not a rule change.

They have just changed some wording on the 'Claim New Style ESA' page to make it clearer that if you claim both NS ESA and UC at the same time then the money you get for ESA will be deducted from the UC payments.

The wording on those pages gets changed from time to time, that's the seventh change for that particular page this year.

(TBH I'm not sure why the Daily Record even bothered reporting it, must have been a quiet news day in Scotland )

Clarified that if you get Universal Credit as well as New Style Employment and Support Allowance (ESA), your Universal Credit payment is reduced by the amount you get for New Style ESA.
The actual changed paragraph now reads:
New Style ESA is a fortnightly payment that can be claimed on its own or at
the same time as Universal Credit (UC). If you get both benefits, your
Universal Credit payment is reduced by the amount you get for New Style
    ESA.
Nothing has changed with the rules - That reduction has always been the case, and also applies to Old Style Contribution Based ESA as well.
I don't know everything. - But I'm good at searching for, and finding, stuff.
