As bubble48 says many were already in the equivalent of lockdown anyway and still will be when lockdown is fully lifted.
Maybe the vast majority having a taste of that themselves for a couple of months may make them think differently, at least for a short while, about those who can't normally get out.
I doubt that it will change much in the long term though, and certainly not funding.
The promised changes to Social Care not appearing in the Queens Speech being a good example that the government isn't willing to do anymore funding unless/until forced.
