Lord Morris of Manchester, who has died aged 84, did more for the disabled than any other British politician ; his campaigning earned him worldwide appreciation, not least because he was the most genial and decent of men.

When Labour regained power in March 1974 Wilson made him Minister for Disability

In 1977 he unveiled Motability.

- mobility allowance
- exempted the blind from NHS optical charges
