16 point print from what distance

Hi, DWP rule that if you cannot read 16 point print or Braille you are put in ESA support group. How far/distance should you be able to read 16 to a standard/acceptable level. Cannot find the answers anywhere?? Thank you

would expect it to be based on normal reading distance of about 12 inches away.
