From what I've heard - a third party - someone completely new. Sure someone will clarify this in more detail.
yes AmyS its supposed to be a different DM, but until all the faceless ones are made to sign the reports they make we will never know.
Under the old system it used to be the same DM. (Very rarely changed their decision, what a surprise).
With MR it is supposed to be a different DM.
