If refused. Yes
If it's another component she wants. Get advice as you can risk what you already have and it may not be possible.
Won't go into the technical details fully but under dla you had to show something had changed to request a review (called a supersession).
Haven't had many pip appeals so even I'm not sure of the second bit off hand
