Car insurance for carers

Hi all, I am trying to insure a vehicle for my carers to drive
The vehicle, a 52 plate Espace which I use to transport my sporting equipment, was insured in the name of my father with the provision of any driver. However this arrangement is no longer possible and I am looking to transfer ownership of the vehicle and insurance policy into the name of another person, who doesn't live at the address where the vehicle is kept. To do this we have been quoted £3000

Any thoughts, ideas would be greatly appreciated
